Clark Calls for Suspension and Overhaul of Nigerian Governors’ Forum

Elder statesman and Pan Niger Delta Forum leader, Chief Edwin Clark, has urged the suspension and restructuring of the Nigerian Governors’ Forum (NGF), claiming the body has strayed from its original purpose.

In an open letter on Monday, Clark expressed concern that the NGF, initially created to promote inter-state collaboration and dialogue, has transformed into a “platform for unchecked power, influence without accountability, and interference in governance.”

Deviation from Original Purpose

Clark explained that the NGF was established to foster cooperation among Nigeria’s 36 governors, bridge government tiers, harmonize governance practices, and advocate for state interests within the federal framework.

However, by the early 2010s, he argued, the Forum had shifted its focus, becoming a bloc that challenged the federal government, influenced legislative processes, and stifled local government autonomy.

“The NGF has become a cabal, prioritizing power over service. Its actions have eroded legislative independence and obstructed local government functionality,” Clark wrote, adding that his persistent appeals for reform have largely gone unheeded.

Clark highlighted examples of the NGF’s alleged overreach, accusing governors of reducing state assemblies to mere extensions of their offices. He claimed speakers and legislators were often handpicked to ensure loyalty, undermining the principles of democratic governance.

“The manipulation of legislative processes is a grave concern. State assemblies have been rendered powerless, and governors frequently position federal candidates, particularly senators, to secure their political futures. This undermines the legislature’s independence and accountability,” he stated.

Clark questioned when Nigeria would see legislative bodies that truly reflect the people’s will rather than governors’ interests.

A Call for Reform and Reconstitution

Describing the NGF as a “notorious cabal” known for secrecy and resistance to reform, Clark emphasized the need for urgent changes. He called for the suspension and reconstitution of the Forum, proposing that it be transformed into a platform aligned with constitutional principles and focused on serving the people.

“Reform is not an indictment; it is an opportunity. A reconstituted NGF could prioritize collaboration over control, align with democratic principles, and focus on good governance. The Forum stands at a crossroads, and its survival depends on its willingness to embrace change,” he asserted.

Clark warned that failure to reform the NGF could deepen divisions among Nigeria’s tiers of government and exacerbate governance challenges.
