The Federal Government is now requiring Federal Civil Servants who are on study leave to provide proof of approval obtained from the Office of the Head of Civil Service of the Federation.
This requirement comes following a memo from the Head of Civil Service of the Federation, Folashade Yemi-Esan, stating that the government has implemented a mechanism for regular verification of workers to confirm their actual whereabouts.
The memo, addressed to all permanent secretaries and released in Abuja, highlights previous concerns raised by the government regarding civil servants using admission letters from questionable foreign universities to apply for study leave.
In response to these concerns, in 2022, the government mandated such workers to sign bonds to prevent the misuse of study leave.
Yemi-Esan emphasized the importance of physical verification alongside the new requirement for proof of approval for study leave.
The memo directs permanent secretaries to conduct physical verification exercises for all staff in their ministries to determine their locations.
Those on study leave must provide evidence of approval from the Office of the Head of Civil Service of the Federation, which should be noted in the remark column of the verification report.
The deadline for submitting the verification report, signed
by the permanent secretary, to the Office of the Head of Civil Service is set
for April 2, 2024, as part of efforts to uphold the integrity of the Integrated
Personnel Payroll and Information System and ensure compliance with study leave
protocols.
